MCA21 Project: Managing Public Private Partnerships in e-Government Projects

The Ministry of Corporate Affairs (MCA) initiated the MCA21 project with the objective of providing easy and secure access to government services to all the major stakeholders digitally. The MCA 21 project is a public private partnerships (PPP) project. The case describes the issues and challenges faced in planning and management of PPP projects in an e-Government context. The case was developed to understand and evaluate the challenges faced in deciding whether to go for Build, own and operate (BOO) or build, own, operate and transfer (BOOT) project management form in a PPP e-Government project. The case also illustrates the knowledge management and communication challenges faced when a PPP project is transferred between two vendors.
